According to the White Paper, and everything else we have seen, the following benefits will not be included in the Universal Credit:
Contribution-based benefits

- Contribution-based Employment and Support Allowance
[Contribution-based benefits will not be part of the Universal Credit, but may be administered through the same IT system as Universal Credit]
Pension-age benefits
- Pension Credit
- State Retirement Pension
and these other benefits:
- Child Benefit

- Housing Benefit for pension-age applicants*
- Attendance Allowance and Disability Living Allowance
- War Pensions and Armed Forces Compensation Scheme
- Student Finance
- Community Care Grants
- Crisis Loans
- Bereavement benefits
- SSP
- SMP
- Maternity Allowance
- Industrial Injuries Disablement Benefit
The position of Carer's Allowance is uncertain, but the White Paper published 11/11/10 (Universal Credit: welfare that works) tells us that the Government is considering changes to Carer's Allowance to "provide clearer, more effective support for carers."
*The wording of the White Paper implies that Housing Benefit for pension-age applicants will be rolled-in to the housing costs scheme that already exists within Pension Credit. |
